Religious organizations must register with the Registrar of Societies at the Ministry of Home Affairs on the mainland and with the Chief Government Registrar on Zanzibar. Religious organizations must have at least 10 followers to register, provide a written constitution, resumes of their leaders, and a letter of recommendation from their district commissioner. In addition groups registering on Zanzibar must provide a letter of approval from the mufti.
On the mainland BAKWATA elected a mufti, the community's religious leader. On Zanzibar the mufti was appointed by the president of Zanzibar under the 2001 Mufti Law and served both as a leader of the religious community and as a public servant assisting with local governmental affairs.
The Zanzibar mufti possesses the authority to settle some religious disputes involving Muslims. During the year the mufti's office settled two religious disputes involving youths at two mosques who wanted the mosques to adopt the Hanbali school of Islamic thought. Officials from the mufti's office ruled that the youths could not hold leadership positions within the mosques and the mosques should adhere to the Shafii teachings of Islam, which predominate in East Africa.
The Zanzibar mufti nominally approved all Islamic activities and gatherings on Zanzibar and supervised all Zanzibari mosques. The mufti also approves religious lectures by foreign clergy and the importation of Islamic literature from outside Zanzibar. Under the 2001 Mufti Law, Zanzibar's mufti was able to recommend that the Chief Government Registrar approve or deny the registration of any Islamic organization. However, the small staff and resources of the mufti's office significantly limited the mufti's role in practice.
During the reporting period, the Chief Government Registrar did not receive any new applications for registration.
I was also able to find a copy of the Companies Act 2002 which is the law governing companies and BRELA. That statute is very ambiguous about its scope of jurisdiction, very unclear whether it would apply to nonprofit and/or religious organizations.

We should keep reporting anything we can here on the forum so this process can be replicated by others in different countries. Everyone can learn from our experience. We are not doing anything illegal or unlawful. We are trying to be totally obedient to the law, so nothing incriminating about that. So let's keep as much on this forum as we can.
The Articles of Faith of our Church say, We Believe … in One God, the Supreme Being and Creator. To that God, the Most High, I pray and seek guidance and wisdom, Most High God, please guide our steps, help us to carry out your will, serve you faithfully as stated in Article Two of our Church, help our brothers and sisters and do good deeds in your sight, Amen.

Secondly please advice me honestly is Jim Humbles seminar really worth it, as I feel all info he teaches should be freely available over the internet as a self learning course free of charge.
Of course food and accommodation has to be paid for where ever you are.
Do not believe churches should be charging its followers and members for knowledge to cure the sick and poor.
I want to go and attend his seminar in May but I am on a shoe string budget and I am trying to work out, a flight ticket from Tanzania to Santo Domingo is $2400, his seminar another $1500, visas,road transfers, out of pocket expenses and 3 weeks of my time traveling from East Africa across Europe to America and down to the Carribibean, leaving my 2 children alone who I am still putting through school, that's easily running towards $5000.- USD worth of cash which I do not have and time to learn something I reckon should be provided free with some online research on the internet I could probably get it together.
With $5000.- USD worth of MMS1 and MMS2 down here in Tanzania that I could give out free of charge and simply ask for donations to replace it, whats of better benefit, a 3 weeks course or curing thousands of people, whats everyone's honest opinion whether you have attended to course/seminar or not, whats the correct path to follow, yes its relative I am told, know what I am thinking just like to hear other people opinion.
I am sure many have attended Jim's seminar and also have a few people who have done the seminar and are interested in coming to Africa,(Karibu Sana- You are all welcome) and I feel that they can pass on all taught to me, I can even offer free accommodation and possibly food for their stay, if I am going to be trained as a Bishop for a subdivision of Genesis 2 Church, I do not see why the Genesis 2 Church cannot offer the training free.
Also feel a bit let down by Jim, two years ago we communicated and he stopped replying, I can understand people cannot always be online and now 2 years later I try and make contact and have not heard anything personally back from him more then Michael and Bruce and a few others giving me info, wheres the main man not even a single line from him as encouragement, I think a bit more personal public relation ships would not do the church any harm, leaders should be out there meeting members and future foot soldiers going point for the church, I am not doing this for any benefit is it not better I put my kids affairs at home first and establish what I can with out such a long costly journey???

Anyone who came to learning the course of MMS should think that they are not paying a fee for the courses instead they are helping Genesis II Church to expand the awareness of healing available for diseases.
if anyone seriously want to learn but lack of fund can opt for Home DVD courses like i do and still doing great with it or show to people in your area of what u got and look for donation support. not everyone could learn it even they know, but would be happy to donate to those who wish and able to learn it to help them in the future.

About Creating Churches
Certain steps must be followed in creating churches:
1) At least 6 people must come together and draw up a set of agreements normally called Articles of Association.
2) These agreements are written down and at least 6 people sign them. They usually sign a set of Articles of Faith, and other articles of commitment.
3) The Bishop forming the Church also signs the documents.
4) These Articles are then posted where they may be seen by those interested, such as government officials and other public and private individuals. The Articles of Association for Genesis 2 Church of Health and Healing (that's us) are posted on the internet at www.genesis2church.is . They were posted a couple of months before the FDA trouble started, so they cannot accuse us of forming a church to get around preexisting problems.
You may ask, "But when are you going to register your church or your Articles of Association?" And that's exactly what the IRS will ask us. If we do not register it, the IRS will drop by and explain that we must be a 501(c)(3) nonprofit corporation. They will probably even offer to help us, and explain that we will not be tax-exempt until we sign the 501 papers.
• But that is not true, and signing 501 papers would be our biggest mistake in becoming a church. It would indicate agreement to all the 501(c)(3) rules of the government, thousands of rules.
If we don't sign, then they will explain that we must at least become a nonprofit corporation, as that is the minimum IRS requirement for us to be tax-exempt. They may even bring papers with them to make it easy for us. If that doesn't work, a government agent will come by and tell us with complete certainty that we must at least register our church with one of the Church registers set up by the government so that they will know to recognize that we are a church and not bother us.
So you see, we are a church that does not make contracts with governments. When one of our ministers decides to start a Chapter of our Church, all he need do is advertise in the local paper that the Genesis 2 Church now has a local chapter and has come to heal people free of charge. Like any other church, our Church depends on donations. We heal for free and expect the church member to donate only when he or she has become well or is at least feeling much better and the suffering is gone.
Jim mentions posting your Articles in the newspaper which is good adice. Another good idea is to "record" them in a land records office, such as the County Recorder's offices in the USA, that will record legal documents in addition to deeds and titles. This is NOT seeking any approval for the Articles, it is simply recording them in your jurisdiction in a way that is verifiable and serves as legal notice. It appears this is what Jim did with the Genesis II Articles of Association.
