Icthyosis, as I understand it, is a genetic disorder - not caused by parasites or pathogens - and the different kinds are due to malfunctions on different genes. It sometimes requires a skin biopsy to actually diagnose -

I have not heard of MMS utilized in genetic disorders - however, if there are any pathogens that exacerbate it, MMS should help in those cases. I seriously doubt it will "cure" it - since it is genetic. In my book, it is worth a try, though, just in case there are pathogens that are making it worse. -
