Baking soda will reduce CLO2 in whatever CLO2 solution you are using for teeth brushing / mouthwash.

Measure the pH of your teeth brushing solution to be sure it has a neutral pH or higher. 7.0 is neutral.

If you use alkaline water, from the grocery store, to use as dilution water, you may get pH 7.0 or so.

Forgot to say that I'm not on any protocol for teeth at the moment. Right now I'm primarily using MMS1 internally for health issues, and doesn't want my mouth to be too acidic, and wondering if rinsing my mouth with baking soda will neutralize the effectiveness of the MMS1 in anyway. There's a bit of baking soda after taste even after I rinsed it with water only, which I don't mind if it doesn't interfere with MMS1 from doing what it needs to do internally.

After you ingest a dose of CLO2, you can rinse your mouth with a baking soda water solution, which won't affect the ingested dose, unless you swallow the baking soda water solution.
