I have been using CDS for a while and I used the flakes also. The measurements for mixing are the same as with powder. Measure on a kitchen scale by weight.

Go to rumble.com and search chlorine dioxide and cds. Plenty of videos on how to make it. Search Andreas Kalcker as well

Sodium chlorite powder and flakes are the same product. Attached is a PDF file on how to make 22.4% SCS.
