He said that people did ask about the amount of distilled water and that 300 - 350 ml is close enough to work. He tested the results to prove that this method works good. A group of people testing CDS say that this method below is easier to compare the colors at the 50 color square.
Lamotte 3002 High Range Chlorine Dioxide Test Strips

Put 1ml of CDS into 59ml of water. Dip strip for 2 seconds, take out (do not flick off any solution), wait 15 seconds, then color match. Multiply color ppm by 60 to get CDS 3,000  PPM.

  CDS  |  water  |    multiply  | Color match
   1ml  |   59ml   |      60        |   50               

Calculate  60 X 50  = CDS 3,000  PPM

 60 X 50 = 3,000  PPM

AK did not follow my original recipe to make CDS when using SCS and 4% HCL. 

Of course the correct amount of CDS water will make a difference in the CLO2 ppm you get. 

250ml of CDS water. 
5ml of SCS
5ml of 4% HCL
Infused twice. 

If you have 50% citric acid: 
250ml of CDS water. 
12ml of SCS
12ml of 50% citric acid
Only ONE infusion needed.
