Is it save to rinse mouth with CDS while having amalgam fillings ? Can it agrevate mercury toxicity ? Should i use baking soda to neutrilize the acidity of CDS before rinsing with it ?

Of the three sodium chlorite solutions (SCS), CDS is probably the best for teeth and mouth use because it contains only CLO2 in distilled water. Both MMS1 and CDH contain residual MMS and acid activator.
I have measured the pH of MMS1 and CDS and both are about pH 4.
If you use baking soda with any SCS you will kill CLO2 so it becomes useless.
I brush with CDS and water (1:4 ratio) and also use it as a mouth wash by holding it in my mouth for about 10 minutes, then spit it out. I have some very old amalgam fillings.
