Is this mainly for stopping the noxious gases from being smelled?

Yes, most of the CLO2 aroma is kept inside the test tube which keeps the fumes away from your nose and it also prevents the loss of CLO2 gas which normally escapes out the open top of whatever container/glass you would normally use to make MSS1. The only time CLO2 gas can escape is when the test tube cap is removed and you add some water. Once that solution is poured into the 4 fl oz (120ml) of water that you will drink, there won't be much gas escaping.
So, you get a dose with higher CLO2 than normally activated MMS1 in an open container at 20-30 seconds activation time. If you use 4% HCL instead of 50% citric acid and add a few drops of SweetLeaf liquid stevia, there will not be a taste problem.
This idea works. Try it! Test tubes can be purchased inexpensively online. One caution is not to push a cork cap too tightly into a glass test tube as that can break it. The smaller test tube in the photo was capped with a folded piece of toilet tissue which was adequate to plug the top of the test tube. Plastic test tubes are available.
