I would like to know how long I let the drop mixture sit before I add extra water?
I found it to chemically react for sometime.

The standard protocol calls for 20 seconds (seriously, it needs update!)
I use a minimum activation time of 1 and 1/2 minutes before I add water.
In the first 20 seconds, there's still some citric acid and sodium chlorite that have not yet been converted (reacted) to chlorine dioxide.
So you would be taking chlorine dioxide, small parts of sodium chlorite and small parts of citric acid.
