He does have a Berkey water filter which he says is supposed to remove 99.9% of the contaminants. Would he still benefit from using MMS in the Berkey filtered water? Thank you.

Have your friend purchase a steam distiller.
H2O Labs offers a variety of distillers. I have one that I have used for years now - perhaps 8 years??? The distiller is used at least 10 times (for 10 gallons!) a month.
The price is reasonable ... just under $300.

For making the MMS solution (ie. mixing the 80% sodium chlorite with water to get 22.4% MMS) you must use distilled water.

But for taking MMS1 Berkey water should be fine.

MMS (Master Mineral Solution) is Sodium Chlorite 28% (22.4% Sodium Chlorite, 5.6% Inert Salts and the remainder water) plus an acidic activator (usually 50% Citric Acid or 4% Hydrochloric Acid) when combined produces Chlorine Dioxide.
