I'm guessing you meant you bought 28% sodium chlorite, which is fine to use. I think you could use the 5% HCl as well, but if you wanted to dilute it down to 4%, you could add some distilled water. 4 parts HCl and 1 part distilled water should do the trick, if I'm not mistaken.

4% or 5% is supposed to be "fine" and not that much difference that it really matters.
The 5% will activate more Chlorine Dioxide, which is 'good'.
