I've never done Protocol 3000, but I've read about it. (and have now re-read about it)
The difference between the first protocol you mention and the second protocol
is that in the first, the DMSO is mixed in with the activated MMS, and that causes the
ClO2 to degrade fairly quickly, in a matter of minutes, give or take.
So it "quickly" loses potency. (half an hour? probably at best)
So it should be used in the first 5 to 10 minutes to be safe.
(for maximum potency; something like that)
In the second mentioned protocol, the MMS and the DMSO are kept separate,
and only mixed as they are applied. So there is no degradation of the MMS.
The first protocol doesn't sound like too much solution to me.
It's basically a teaspoon of fluid. The book states to rub it into the skin of
your arm (leg, etc.), probably in a fairly large area. I would think a teaspoon of
fluid would be just about right for that.
I saw nowhere where the word "thin" is used or a "thin coat".
I did a search in the PDF for those words.
So if I were doing it, I would probably use up all of the fluid on
multiple applications until it is gone. Depending on, as is stated in the book,
if there is any skin irritation, and then they give some instruction on
what to do about that.
DMSO is pretty cheap, so I wouldn't think there would be a problem
if you "tossed" any extra fluid out. (down the drain?)
If you use less DMSO, I think that makes the concentration greater.
That is, for example, 10 drops MMS + 20 drops of water in 1/2 teaspoon
of DMSO is a greater concentration then in 1 teaspoon of DMSO.
I think that's the correct way to look at it. But I'm not 100% sure.
(OR, maybe it's just better to use more DMSO rather than less)
Unfortunately, like some people have problems with English, or Math,
I have always had a "Chemistry problem" in the same way, so sometimes
"concentrations" and such just don't compute well. It's very odd.
Similarly I also have problems with 3-D visualization, but not 2-D visualization.
Everybody's brain is just hardwired differently, I suppose.
Luckily, in the things with which I do not have a problem, I tend to excel, so
at least there's that.
I hope I answered your questions and clarified what's what.
