I have a 16oz bottle of  99.999% DMSO. How to Dilute 99.999% DMSO to 70% DMSO? Or can I just add the 99.999% to glass of CDS and water?

The 99.999% number for DMSO is the PURITY percentage. 

The 70% dilution number is the WATER DILUTION percentage. 

Two different parameters for DMSO. 

First of all, is your DMSO diluted with water? The label will probably not tell you that info. So, you will have to ask the seller. Or, test it yourself by putting the bottle of DMSO inside a fridge (not the freezer) for about 12 to 24 hours. After that time, if all the solution is 'frozen' solid, then your DMSO is undiluted. 

If you use distilled water to dilute DMSO you won't change the purity percentage. If you use tap water to dilute DMSO (70% DMSO, 30% water), most likely you will not only dilute DMSO, but will also reduce the 99.999% purity of it.

Would diluting 99.999% purity DMSO with alkaline water instead of distilled water have the same effect of not changing the purity percentage of DMSO after the dilution process?

Alkaline water has minerals and you can measure those with a TDS meter. That would reduce the purity of DMSO. Distilled water is empty water; nothing in it except pure water.
