Making sodium chlorite is a different matter! Not something to be done at home, I think but the starting point, I gather is common salt (sodium chloride). Making chlorine dioxide solution from purchased sodium chlorite, either in dry or dissolved form, is more straightforward and there are plenty of methodologies described on this forum and elsewhere including my own high-efficiency method that will make 15 litres of [3000ppm] CDS from 100g of NaClO₂.

MMS (Master Mineral Solution) is Sodium Chlorite 28% (22.4% Sodium Chlorite, 5.6% Inert Salts and the remainder water) plus an acidic activator (usually 50% Citric Acid or 4% Hydrochloric Acid) when combined produces Chlorine Dioxide.
