Hello and welcome Kelticspirit to the Chlorine Dioxide (CLO2) Forum. 
If I had COPD I would inhale 50ppm (maximum) CDS using a nebulizer. CDS is CLO2 in water with no other ingredients. 
I have CDS dosing charts if you want them. There is no protocol for this yet, but two of us plan to write one.

Would the same CDS protocol/suggestion apply to someone with pulmonary cachexia?

"Patients with advanced lung diseases often suffer from changes in body structure that manifest with progressive weight loss. Malnutrition associated with these morbidities is known as pulmonary cachexia syndrome that can occur in any type of chronic lung disease. This review will look at contributing factors for the appearance of pulmonary cachexia and strategies for diet therapy." 

@JimH1954, I would think that nebulizing CDS should help those with pulmonary cachexia syndrome. If I had pulmonary cachexia syndrome, I would try nebulizing CDS. Be sure your nebulizer can produce very small water particles. See image below.
