My dad has pancreatic cancer, and we are doing the CDS treatment, (5ml with 100ml of water per dose), every fifteen minutes for 2 hours in the morning, and 2 hours at night. 

My dad wants to know if he can take 50ml of water per dose (50ml of water with 3 to 5ml of CDS), instead of 100ml, because he is getting too bloated every time he does the treatment. 
He doesn't mind if the CDS taste is stronger, he just wants to know if reducing the amount of water per dose is safe or not?

I don't know what the absolutely correct answer is to your question.

For CDS, it is probably okay to use less liquid?
That would be my semi-knowledgeable maybe-answer.
Hopefully someone else who is knowledgeable will chime in.

But I think the every 15 minutes for two hours is "overkill"
and unnecessary. I don't think you would be getting much
out of that amount and frequency. (?)

I'm pretty sure JH would not suggest that.
There is a reason why we should follow protocols that have been
tested and worked on for years and decades and shown to be efficacious.

I don't know if what you're doing is what Kalcker suggests, but Jim Humble's
protocols are every hour for 8 hours.

And then eventually adding in DMSO (MMS1+) and then MMS2.
I think these are a requirement for most cancers.

I do strongly suggest you follow a known protocol as closely as possible
rather than "By Guess and By Golly".
Although I did do an expedited protocol treatment for my brother because he was
late stage cancer. But by then I was fairly knowledgeable about ClO2.

Even if you are following Kalcker's information and protocols,
I suggest you read and study Jim Humble's "MMS Health Recovery Guidebook", as well.
