Ok base On The MSDS
The density is 1.16 gr/ ml. In 1 liter you have 1160 grams Of Solution that 31.45% are HCL then
364.82 are The grams of HCL. Divide By The molecular weight of HCL that is 36.45
Molarity = grams of HCL / molécule weight
364.82/36.45 = 10.0087 mol. In one liter of that Solution you have 10.0087 then
To make a 4 % Solution (w/w). You have 4 in 100 an in one liter you have 40 grams divide By molecular weight give you a 1.097 for a 4% Solution. Or 1.3717 for 5% percent.
Then The fórmula M1V1= M2V2 sustitude
4%
(10.0087)(X)=(1.097)(120ml)
X= 13.15 ml from The concentrate. Fill with distilled water to The Mark of 120 ml or 4 once.
5%
(10.0087)(X)=(1.3717)(120ml)
X= 16.44 ml. From The concentrate. Fill with distilled water to The Mark of 120 ml or 4 once

I dont think that precision in this Solution is very important. But be close to The amount as possible. Also only use distilled water. If you have The cup for 1 once = 30 ml fill that one with The concentrate to The Mark then add distilled water to The 1 once Mark added to your final bottle then add three more 1 once cup to that bottle.
