I do not have access to 80% tech grade Sodium Chlorite, I only can get 25% liquid form Sodium Chlorite.

Can I use the 25% Sodium Chlorite instead of 80%?

If possible, how should I activate the 25% liquid Sodium Chlorite with how much citric acid in order to generate the Chlorine dioxide gas.

Actually I want to make CDS using the above materials.

Officially, MMS is a 22.4%solution of sodium chlorite in water. You may see it referred to here as 28%, but that is 28%of 80% sodium chlorite by weight. 28 x .8 = 22.4. Your 25% solution is a little stronger in the ratio 25;22.4. To make official MMS from your 25%solution, Take 100 grams of 25%sol'n and add water to make 100 x 25 / 22.4 = 112gm Official MMS.

Official Citric acid activator is a 50% solution of citric acid in water. At the official strengths, one combines 1 part of MMS with 1 part of Citric acid to activate.
You don't say whether you have dry or wet Citric acid.
If you have dry Citric acid, you can make Chlorine Dioxide Solution by combining 1 part 25% sodium chlorite with 1/2 part dry citric acid by weight. eg. 100 grams 25%naclo2 sol'n + 50 gm dry citric acid.

Are you saying that I can actually just add the dry citric acid powder (half the weight of sodium chlorite) into the sodium chlorite solution to activate without actually making the citric acid 50% solution?

Also, do you know what it will happen if I just use the 25% sodium chlorite solution as if it's the 22.4% and activate with 1:1 citric acid 50% solution, would it not generate the chlorine dioxide gas?

According to what you said, my understanding is that you recommend in the case if I want to make CDS from 100g raw material basis. I would add 12 grams of water to 100g of 25% sodium chlorite solution and then add 112g of 50% citric acid solution to acitvate, am I understanding you correctly?

Yes, it will generate clo2, but when the proportions aren't correct, you'll have one or the other left unreacted and therefore wasted. $$$
Better to waste a little citric than naclo2.

I am having a hard time finding sodium chlorite in Zambia, though I may be able to get a hold of it in 25% powder form. Can you tell me how to use the 25% powder version to make MMS? Thank you very much.

Margaret, I was not aware that sodium chlorite powder was available in dry form at 25%.

From OxyChem's Sodium Chlorite Handbook,

Sodium Chlorite Product Grades
OxyChem sodium chlorite is an excellent source of chlorine dioxide. Sodium chlorite is available in both dry and liquid forms. The dry forms contain approximately 80% Sodium chlorite and the solutions range from 7.5% to 40% sodium chlorite.
