Do you have an exact pound of sodium chlorite? Also, where did you buy it, is it a powder or is granular flakes?
Jim has given mixing instructions (

To Prepare One Small Four Ounce Bottle of 28% MMS Solution:
Step 1: In a small bowl place 4 level tablespoons of sodium chlorite flakes/powder.
Step 2: Add 3 fluid ounces of distilled warm water (max temperature - 150 degrees Fahrenheit).
Step 3: Stir with a non-metallic spoon and cover for darkness. Let the solution sit for 3 hours or overnight. Expect some settlings to fall to the bottom.
Step 4: Pour slowly into a dark 4 or 6 ounce bottle for storage and future use. Leave settlings in the bowl - discard them.
If you have more than a pound of the granular flakes then I could measure out a pound of mine and see what the vol. measurement is. For one pound of sodium chlorite you need 6 cups of water, here are the directions (

You can use regular water of that is all you have, and measuring by volume is close enough for your own use. The dosing of MMS is self correcting the way I look at it. If it activates properly then you will self adjust to what dose works for your problems. It is nice to be exact, but if circumstances don't allow it, then doing the best you can will still work I think.
