Most people who make MMS1 add the same number of drops of 28% of sodium chlorite with same number of drops of the 50% Citric Acid activator in a glass cup, then wait for 30-45 seconds before the water is added before drinking the solution.

However, I am currently in Germany and have received a 25% sodium chlorite with a 4% of HCL activator. Is it too low? Too weak? Perhaps these percentages are not what I should be using for MMS1?

I hope I did not order the wrong product for MMS1 (the solution that Jim Humble talks about) due to the difference in the sodium chlorite percentage along with the type of activator. Your thoughts will be appreciated!

What you have will work. Jim and Andreas agree that 4% HCL is the preferred MMS activator to make MMS1, CDS and CDH. 

Jim's SCS is 22.4% but 25% liquid SCS is a commonly available sodium chlorite solution, so many sellers of MMS products sell 25% MMS instead of making or diluting to 22.4%. 

You can use 50% citric acid to make MMS1 or CDH, but you may experience stomach problems. No problem making CDS with CA because only CLO2 gas should be in CDS.

Thank you so much for your detailed response. Unfortunately, I do not have citric acid. 

All I have now is the 25% sodium chlorite and 4% HCL. I was wondering if can make the MMS with the following steps:

Lets say I start off with: 3 drops of 25% sodium chlorite in an empty glass, then I add 3 drops of  4% HCL to activate it? then wait for 30-40 seconds until the colour changes to amber and before I pour the water and drink the solution? 

I was wondering if the product I have with the exact concentration can be used this way or is it meant to be used to prepare a different type of solution. 

I REALLY appreciate your help and support on this! I am just trying to figure out a way to start if these are the right products. Many many thanks to you

According to Andreas Kalcker the percentage that you have for Sodium Chlorite is so minimum it does not make a difference.
He finds and advantage of having Hydrochloric Acid because many people experienced digestive issues with citric acid. 
Do you know how to make CDS? That is a master mix of Chlorine dioxide made through impregnation. It requires a couple of days but from that Master Mixture you use 10mL per Liter of water. 
If you want to make MMS the recommended is to start with one drop of each, wait and add water.
Then you can increase. With what you have it will be perfectly fine.
You can miss 10 drops and add 1L of water to have 10 portions for the entire day. Or for next day if you want to just have one portion at the beginning and wait for next day and increase slowly.
The standard is 1L per day in 10-8  portions. Depending on your issue.

Please do NOT start taking MMS1 at 3 drop doses or you may be quite sick if you do. 

Always begin taking CLO2 by first following the Starting Procedure . That begins with 1/4 drop MMS1 hourly doses for 8 consecutive hours.
