My father has a spare bag of Sodium Chlorite flakes we purchased (unused). But when I looked at it it has gone rock hard. It was still in the thin plastic we purchased it in. Kinda like how salt goes. Does anyone know if it is still usable if I break it up

nobody will tell you but it is easy to test.
simply make some CDS using the glass/shot glass method. if you get a reaction it obviously works. you can use CDS test strips to aim for 3000PPM
it doesn't matter how much potency the S.C. loose

I would think SC would last for a long time. Decades. Sounds like moisture got to it that's all. Just need to break it up and dissolve.

Please get the SCF out of the plastic bag before it is broken up into a million tiny pieces of plastic! Moisture must have gotten inside the bag. You can breakup the flakes using a mortar and pestle or similar. Store SCF in glass bottles like this:
