MMS1 is too acidic -- Need Help

I recently switched from Citric Acid to HCL as an activator due to my activated MMS1 being too acidic (~2ph).  I purchased HCL and diluted to 4% from 31.45%.  I did the math and mixed the ratio at 1:7.8625.  I chose 40ml HCL @31.45% added to 315ml of distilled water.  When I mixed a 5 drop solution of MMS1 with the HCL activator the ph was still around 2.  I checked my filtered water (zero filter) and distilled water and all were near neutral.  I the HCL ph was around 0.  The sodium chlorite was a 11.7ph.  I tried 5 drops of sodium chlorite with 1 drop of HCI and the ph was around 2.6.  My sodium chlorite was purchased in flakes form at 80%.  Using Jim's formula I diluted the sodium chlorite to 22.4% by adding 280g of sodium chlorite to 720g of distilled water.  When I tested the diluted sodium chlorite it weighed 122g at 100ml.  The mms1 activates as a nice amber within 30 seconds. 

Shouldn't activated MMS1 be around 7ph?  Is my sodium chlorite bad?  What should be the ph value of diluted sodium chlorite @ 22.4%?  Should I increase the percentage from 22.4 to 25%?  Does anyone have a source for buying powder or flakes of 80% sodium chlorite that have the proper ph value?

Please help.  The life of my dog is reason for the urgency.

From what I understand MMS1 is very acidic. Nothing wrong with your sodium chlorite.
CDS is not as acidic.

MMS1 is very acidic. MMS (22.4%) is very alkaline. HCL and CA are of course acidic. 

You do not want to brush teeth with MMS1 unless you add a tiny amount of baking soda. See PDF files.
