From what I understand from Jim Humble's book, we are to mix 1 drop of 22.4% Sodium Chlorite with 1 drop 4% HCl to make 1 drop MMS.

However, I see there are sellers selling 25% Sodium Chlorite to be mixed with 4% HCl. Is it safe to use 25% Sodium Chlorite instead of 22.4% Sodium Chlorite, when mix with 4% HCl?

Yes it is safe to use. Many use it and some even use 28%.

25% SCS is about 12% stronger than 22.4% SCS. That means your dose of CDS, CDH and MMS1 will be stronger. 

The reason you see so many companies selling 25% SCS is because they can buy large quantities of 25% SCS ready-made. All they have to do is repackage it into 4 fl oz bottles. They don't have to make SCS.
