Maybe 0.23% sodium chlorite was enough to solve your problem?? Actually I contacted that factory before and they told me same thing. Since I told them I didn't have a generator, I couldn't buy it. But they have another products to make Chlorine dioxide called OXIMA. But that one contains low sodium chlorite, too. I hope you can get 25% sodium chlorite from them!! 

I told her I have a chlorine dioxide generator and I need 25% sodium chlorite.
I want to find out if there's a way to test the % of sodium chlorite.
I will let you know if they will sell it to me. We have a Thai Corporation. If not
