proper way to make CDS daily amount

I've looked at Andreas Klacker's web site and I'm having a little trouble figuring out how to make a daily dose. The glass bottle is shown to be filled up to the mark (aprox 1 liter) with distilled water. Then he adds the 10 ml of CDS to the bottle and the mark is still at the same place. Do I add the CDS first and then pour the distilled water to the one liter mark or do I add the CDS to 1 liter of distilled water?

If you mean you don't want to go over 1 liter exactly, by adding 10ml of CDS, it doesn't make any difference.

1000ml (1 liter) + 10ml = 1010ml or 1.01 liters. That is only 1% more volume than 1.00 liters. An insignificant difference.
