I'm going to write here what I would do myself since I'm not a doctor and therefore not technically qualified to give a patient advice, even though I have done this before.
First of all the 3000 ppm CDS is fine since it needs to be reduced significantly in order to be used.
To answer your other questions, if it were me doing this for HIV I would take a very conservative approach of starting with a 500ml IV bag or bottle of standard IV solution (0.9% sodium chloride) and add just 0.33ml of the 3000 ppm CDS to it. This will produce 500ml of a 2 ppm CLO2 IV solution.
I would then set the drip at 28 drops per minute, which assuming 20 drops per milliliter, would take 6 hours to finish the 500ml.
The reason why I would use the above approach is because assuming the CLO2 stays in the blood for a maximum of 2 hours, there would be some cumulative effect up to 2 hours and up to the highest cumulative amount at the 2 hour point which would remain until the end of the 6th hour. Also, starting with just 2 ppm should ensure that the amount of CLO2 in the blood at any time isn't too high. One time I injected myself with no apparent negative effect (via an IV port) with 12ml of 150 ppm which would have been made using 0.6ml of 3000 ppm of CDS in just 11.4ml of water, so almost 2 times the 0.33ml that I'm saying I'd do here but in just a small fraction of the 500ml of IV solution.
Another thing I'd do (if possible) is do a complete blood test immediately before doing this and immediately after in order to determine if there were any negative effects to the blood. By doing the before and after blood tests I'd know whether or not I could increase the amount of CDS used the next time (if needed), and I would be able to tell the world how safe this is to do so that others with all sorts of infectious diseases (HIV, EBOLA, MRSA, CRE & Nightmare Bacteria infections, to mention a few) could benefit from my experimentation and be assured that this is safe and effective to save lives.

Hi Scott, thank you for all the info and advice. I have a question- how long is the shelf life of CDS? Can only find vague information that is 5-6 years old about this subject. I have been away working in remote areas and did not have my CDS with me. Have been away for 5 months. Will be back home in 1 or 2 months. So the CDS will be 6-7 months old when I plan to use it. The CDS has not been opened and is stored in a refrigerator. Wondering if it will have lost any strength. I plan to do an IV with the CDS this December or January.. Thanks
