Registering new health minister.

I need help. I have just graduated two new health ministers but I can find no site for paying their fee and sending in photo and pertinent information. This should be a simple process perhaps we can have a (registration of new ministers site. ) A simple fill in form with download of photo is all we need unless I stand to be corrected..
