Carol, the bottle labeled "Activation Solution" must be citric acid, which is a powder. HCL is a liquid.
You need to add an equal amount of distilled water (if you have or can get DW) to a quantity of citric acid powder to make 50% citric acid. If you have Jim Humble's 2011 book, you can find detailed instructions on making 50% citric acid solution from citric acid powder. Jim's latest book does not include that info.
You mentioned "protocol" and I assume you mean

, although there are over 50 MMS protocols in Jim's latest book. I suggest that you get Jim's latest
book
and study it so you will understand how to use MMS properly. How to mix a MMS1 dose is also

It is said that mixing & ingesting a MMS1 dose hourly is more effective than an all-day bottle of MMS1.
